Rockstar has not announced a native Windows version. Cloud streaming would not change that, because the game would run on remote hardware, not on your computer. What it would offer is a way to play on a PC, a phone, a tablet or another device that can run the Xbox cloud app, without owning a PS5 or Xbox Series X|S.
If the report is accurate, a few practical points follow:
